spacer or no spacers?

how can i make my setup look like this? currently, i'm on stock wheels/springs/shox. i've seen so much talk about spacers, is this the reason?
also, i've seen 19" squeezed onto a tt(can't remember where) - has anyone done this?

unless you spring for custom wheels a la HRE, Fikse. Spacers are simply the easiest, cheapest way to get the look we all crave. The cars pictured are also lowered.

and presumably, how would i do that?? that's what i want that look completely. i plan on lowering, but do i need to do shox/spacers too?
