Default Clark, why would I get my car inspected at all? Can either get the stickers from VA by mail, or

just re-register in TX.

There isn't a need to have it inspected in CA.

Or, am I missing something?

Default It's because you're not in a "clean air" county

Counties with poorer air quality require biennial smog inspections. And it's not just the urban counties like LA, San Diego, San Francisco-- even rural counties can have air quality that is poor enough to require smog inspections.

And it's not always county-wide, some counties require smog checks based on zip codes within the counties

Cal DMV Smog FAQ

Why not just use one of the OTC products "guaranteed" to pass a smog inspection?

Default Even if it passed a sniff test, it is not legal if it is not CARB certified. Not that you could not

pass, but it would not be legal. It should fail for no certification, and it should fail for visual inspection. That said, mine passed with a Greddy DV, full SFS hoses, Borla exhaust. I did swap the OEM air cleaner in for the TTDA for the day.

Default Yes, that may work for you

as long as you do not sell the car or do anything that would require CA registration

Check here

Default Hehe--that's what I did too with similar mods. Tested emissions with mods...

were lower than when I bought the car new and it was fully stock.

Test shop made no effort whatsoever to look for CARB cert anywhere on the car, or even look under the car. As a quattro, it is not even tested under load on the rollers (as is required now), just tested at idle and higher RPM.

Default I'm in a "clean air" city/town. You tell some people in my county they're not...

in a "clean air" county and they'll move asap I'm sure! (We have far too many "hippies" in So. Co.)

My town is one of the very few that is exempt. It's nice to not have to go through the hassle.
