Default Thunderstorm (rain) + concrete dust = disaster?

Does strike anybody else with alarm? I recall some news reports saying that a few inches of concrete dust covered much of the 10 block disaster area...

Default I don't think so...

the portland cement in the concrete is has already fully hydrated and won't have the capability of reacting with the water again.

What you will probably get is a lot of really nasty looking run-off that may start turning your harbor/river/bay a dirty gray color.
