Default vagcom WILL NOT PASS O2 READINES please please help

Sorry I'm now here, I have search and didn't find an answer anywhere... I'm about ready to jump out the window about this, any and I mean any suggestions greatly appreciated.

Car 01 Audi TT 225. Ecu chipped by APR

I can not get my oxygen sensor ready to pass emission here in Chicago burbs. Everything eles passes, the cat, the evap, the secondary air... They all pass but for some reason no matter what I do the oxygen sensor says "not ready or failed". I have tested all the block such as 034 and it passes says sensor OK says O2 S1 OK. Block 036 passes and says O2 S2 OK...

Block 033 - Pre-Cat Oxygen Sensor Control: Go to Block 033. The value in Field 1 represents the pre-cat oxygen sensor control. The value should fluctuate at least 2% in the -10 to +10% range.
THIS PASSES just like it should...

Block 032 seem fine

2 THINGS I THING MIGHT BE THE PROBLEM (PLEASE ANY SUGGESTIONS)

Block 030 - Oxygen Sensor Regulation - Go to Block 030. Field 1 is a three-digit binary code which gives the status of the pre-cat oxygen sensor. Field 2 is the same thing but for the post-cat oxygen sensor. The digits indicate whether or not the sensor heater is working and whether or not the oxygen sensor control is operational and active. The value should fluctuate between 111 (heater on) and 011 (heater off). The last two digits can also fluctuate between '1' and '0', but should be predominantly '1'.
MINE PASSES THE FIELD 1&2 FOR O2 HEATER, BUT THE FIELD 3&4 NEVER SHOW ANYTHING?? BOTH FIELDS ARE JUST BLANK ALL THE TIME

MY QUESTION IS COULD IT BE SOMETHING THAT MY APR CHIP IS DOING? COULD THE APR CHIP CAUSE THE OXYGEN SENSOR NOT TO BE READY??
My car has a 3" exhaust but I still have a cat and I don't think my APR software has any reason to mess with the oxygen sensor readings.

Thanks for everyones help ahead of time, I am down to 7 days before my plate expires and need to get this damn emissions passes so ANY & I MEAN ANY SUGGESTIONS YOU GUYS GOT PLEASE VOICE THEM.

Default same

APR does not know why but mine as well Stage I / II / III ?

even after bring it back to stage I it could not read it.

But it is usually secondary air and HVAC I finally found mine it was a crack in one of the hard plastic

pipes on the carriage above the valve cover coming off the right side of the triangle......

My best advice is to buy a used ECU unit have it programed to your car and change it out each year.

My APR chip only has 2 settings so Im guessing stock and stage 2, it doesn't neither notice the oxygen sensor(s) in block 030 field 3$4.

Yea I though about getting another ECU but having it programed every twice a year by a dealer would just be too expensive. There's got to be a way get the oxygen sensor readiness.
