What is a good price for a 2001 TT? Dealer is asking 29k!!!

Hey guys!
Newbe here, hoping to join the ranks very soon. I am looking at making an offer on a TT and I was wondering what a good price to ask for was.
They are asking $28,900 which seems WAY freaking high for the miles. I was thinking more around the 23-24 mark would be fair, as that should still be above what they paid for it.
Here are the specs:
2001 TT Quattro Coupe
Silver/black
32,346 miles
225hp 6-speed
Audi 2 year certified
Using Edmunds with all the options shows:
$19,900 (trade-in)
$22,009 (private party)
$25,757 (certified used)
Blue book retail is $27,475 and trade in to be $20,080.

I found a 2002 Moro Blue/Black 225 coupe for sale that has almost 28,000 miles on it. The dealer is asking $31,000. It is Audi Certified. I think that is high but I'm not really sure by how much. I offered $25,500 and am expecting to get a 'no way' response. What do you guys think?
