Not the settings - you cannot adjust the noise compensation feature - which essentially
does the same as the settings but based upon different inputs as described abve. My speed sensitive volume is set to OFF. It still adjusts volume. I thought it was broken until I found that TSB.

Is the speed setting called Gala?
I never knew there were two adjustments being made. I learned something new about my car today - that hasn't happened in a long time! Thanks :-)
