What purpose does the nubbly stuff under the door serve?

I'm sure it has some stooopid engineery-type reason for existing, but it looks like cellulite on the thighs of some pasty bastard, in an inappropriately sized bathing suit, on a very crowded beach, on an uncomfortably hot day... >:-(

It is much more chip resistant than flat paint. The tires kick up so much rocks/debris that it would chip the sh*t out of the rocker panel.
Also, in the event that it DOES get chipped, then it makes your touch up job blend right in =)
