Default actually winter tires are relatively quiet...

softer rubber compound and thick treads...at least my Dunlop M2s were real quiet...much more so than my summer tires.

why do you ask?

Default Most performance snows are going to be quiet.- PA2s are quiet and M3s ...

are reported as being quiet with no complaints from numerous owners. I have the older style PAs on my TT and PA2s on my allroad. When I switched from winter to stock 040s 2 years ago I couldn't stand the noise and got a set of Pzero neros. The PA2s that are available now are very quiet and much better than the OEM tires they replaced. There are some rebates on Dunlops right now that could make them the better deal.
