When you disable ESP does it completely disable it?

When you disable ESP does it completely disable it?
I was reading MCPaudiTT's explaination, and then saw where XCLR8TT said that it didn't completely disable ESP. I find this interesting because I have disabled ESP and the took a hard corner with slight oversteer, and the ESP light on the dash blinked just as if it was turned on. The instructors at the Audi Driving Experience said that was the reason they had the switches on
the inside of the door (we were driving A4's), the dash switch only partly disables it. I know that the disabling of the switch made some of the exercises more doable, particularly when we were doing power slides and drifting.
