It is just a kind of (not written) agreement between constructors and... I don't know who...maybe a kind of deal with governments in Europe.
Anyway, all "general" constructors limit their cars at 155 mph voluntarily.

....Ferrari and Porsche are a couple of the major exceptions. It was done in the hope of preventing government intervention as power and possible top speeds keep increasing.
Interestingly, the major motorbike manufacturers are now about to implement the same sort of agreement with a phased introduction. The first level will limit bikes to 186mph. Increasing global concern about the top speed of bikes like the Hayabusa and the Kawasaki ZX12R has prompted the manufacturers to act before governments do.

Tyres are generally specced up to 155mph (V rating, I think). If you have a top speed above that, you have to fit special (read "expensive") tyres .. it's cheaper for the manufacturer to add a (generally removable) limiter, and let the new owner bear the cost.
