Would a bad MAF cause car to only boost to 5 psi

a bad MAF could cause this. try unplugging the connector to the MAF and see if your boost returns. it will defualt to a preset fuel map.
do a search un unplugging MAF before you try it.

There are fueling maps in the ECU...Idle, Partial, and WOT. The MAF and O2 sensors have direct input on the first 2. Fuel maps are built up over time and as long as they're in range, things are good. When they try to correct too far (+20%) for, say, a MAF that's not putting out enough signal, the car will go into protective limp mode so you don't do any damage. It's trying to tell you something....

My car was going into 5 psi limp after installing my new big SMIC. I was worried it was the IC, but lo and behold, changing the MAF sensor fixed the problem completely.
