I have used VAG-COM/VCDS to successfully program the settings for remote Convenience Window Opening on several Audi makes including my 08 TT 3.2. Try as I might, I could not initially get this to work on my 09 TTS and had heard similar reports on the 09 TT. Well last night I was poking around and stumbled across something that was updated or that we may have missed before.
Not only do you have to check and uncheck the right options in VCDS to enable the remote Convenience Window Open feature, but you have to also set the options in VCDS to enable the hidden (on my car at least) Convenience Open Window menu in the DIS. Once you have done this last step using VCDS (in addition to enabling the feature itself) you will need to enable the feature in the DIS.
In controller 9-Cent. Elect. using the long code helper and selecting Byte 23 you want to make sure Bit 1 (Advanced Comfort Menu active) is checked.

In controller 46-Cent. Conv. using the long code helper and selecting Byte 3 you want to make sure Bit 5 (Advanced Comfort Menu inactive) is unchecked.

Once you have exited the long code helper and made this addition change you need to go into the DIS. Scroll through with the button on the bottom of the windshield wiper stalk and go to "Set" and choose "Windows".

From "Windows" choose "Convenience open".

In "Conv. open" choose "Automatic on" to check it off and enable the feature.

Now by holding the unlock button on the key the windows should roll down. Mine seem to almost "stutter" in different increments of openness as they roll down. I assume this is to provide opportunity to have the windows roll down only a certain amount.
Holding down the lock button should roll the windows back up in a similar fashion.
Happy days!
