Wheel Fitment on TT
Looking at buying a wheel thats 18X8 with 38mm offset and worried about fender run and such problems, will it fit correctly? and if it does fit, would it be possible to still lower car on said wheel?

Compare it to your original. For instance, an 8 inch wheel with +38 offset sits just 1mm wider than my 9 inch wheel with +52 offset. So me thinks you be fine.
