A/C stuck in "econ"

I noticed --on a 10 hour trip--that my A/C is not working. When I first hit the "auto" button the "econ" light goes out for 1 second and then comes back on. It will not go off again and there is no cold air. I am getting a code: "00819 - High pressure sensor (G65) 07-00 - Signal too Low"
The measuring blocks read "Group 001/High pressure signal (G65)/9.5%" and "Group 001/Refrigerant Circuit Pressure (G65)/1.0 bar". These reading may not mean much as the compressor is not on during the readings.
Is it safe to assume that I am just low on refrigerant? I assume if there was an issue with wiring or the sensor it would say "implausible signal" or "short" or something. Yes?
