You can’t

You can maybe modify the voltage of the start stop function on the 09 central electrics but you can try deactivating it by finding the byte of the start stop (if it has one)

Here's what worked on my 2018 A5 Sportback.
08 - Auto HVAC
Adaptation
AC comfort parameters for S/S
What was stored "5", changed that to "0"

This makes the car think that the AC is demanding the AC compressor to keep running(I think), anyhow it won't let the S/S engage and you don't get the light on the S/S button, that you would if you pressed the button.
I have no idea if this will work on your car, but it did on mine.
