Fuel Gauge Shows Empty After Filling Up

I filled up my 2003 A4 1.8t and the gauge showed as
empty and the miles to empty stayed at 20 and steadily declined until it showed 0. I used VAG-COM to look for any faults and found none. I tried opening 17 Instruments module found no fault codes, so I opened the ADV Meas block under that module and the 2 fuel sensors read 28.0 l and 36.0 l does this mean that the fuel sender unit is working correctly? Does this mean the fuel gauge is faulty and the cluster needs to be replaced? Thanks in advance.

it the car has 64 liters of fuel on board but the miles to empty stay on 20. Sounds almost like a software bug in the cluster. You might want to try cold-booting the whole car.
As far as the fuel gauge itself, have you run Output Tests on the cluster to see if it moves?

I filled up the tank yesterday and now the gauge is reading full. The miles to empty seems to be off as it read 575 miles to empty. How do you cold boot an A4? I didn't try any output tests yet.
