Headlight Range Control Defective - 2004 A4 with Xenons

A friend of mine has an 2004 that is showing this error message on the dash. I know I can use my VAG-COM to clear the error code but I suspect it will just come back the next time the lights are turned on. The suspension has not been modified or anything like that.
Is this likely a level sensor or headlight motor problem? Is there some way I can diagnose it with the VAG-COM so that we don't buy the wrong parts to fix it? Is it possible to correct this by simply running the realignment process or is that a waste of time?
I'm going to dig into it this weekend, so any tips will be most appreciated.

Lift the car and have the sensor conectors (the cable plugs) checked, they are usualy the reason for that..
