Question about block 006 on TT

Block 006 measures:
Engine RPM, Engine Load, Intake Air Temp,& Lambda
if lambda ratio shows a continous -4.7% what does that really mean?
Does it mean the injector "on" time had to be cut back by about the same amount for the engine to run about stoich at idle?
My wide band sensor indicates the engine is running between 14.5 to 15 A/F at idle so is my above conclusion correct in thinking that the ecu adjusts injector time for engine to run properly and then reports it as -4.7% lambda offset?
