Have you tried clearing the code and seeing if it comes back?
Assuming that 16684 is the only code coming up (other codes would suggest that another problem is causing the misfires) check the following in this order:
1.) did you every run your fuel tank to less than 12.7-quarts? This could set that code. If so, just fill your tank, reset the code, and smile - tragedy averted.
2.) check for air leaks in the intake system (between MAF and throttle). Too much unmeasured air could cause extreme lean that leads to misfire.
3.) Exhaust gas recirculation (EGR) is too high. Check for bad EGR valve, acuator, or leaks in vacuum hoses
4.) fuel pressure is bad. check system and residual fuel pressure
5.) you have extreme carbon deposits on your intake valves and/or fuel injectors. check the injectors and/or make sure to use gas with detergents in it
Despite what others are saying in the A4 forum, it is not likely a coil pack or spark plug because the misfires are not limited to one or two cylinders. I would not spend money on that until you have ruled out these other things.
