VAG-COM unable to communicate with Airbag Module, no warning light.

I was scanning an Audi TT 2000 Roadster in order to buy it.
Doing Auto-scan, everything seemed ok (the owner changed the battery and did not reset the DTCs), and I know that the other things are cheap.
Although the car look in good condition all around, the central cap of the steering wheel is lightly damaged, and the worst is that my VAG-COM could not communicate with the air bag module, sending this message:

There is no "air bag lights on". Nothing, but I could not communicate.
The owner said that the VW shop tested and it was ok. To close the deal he will bring the car to an Audi shop (another city) to show me and then do the business.
On another car (also a TT Roadster) the Auto Scan skipped the Airbag Module and I just realized that now that I was searching for a clue.
Is that a possibility that VAG-COM could not communicate and the Audi tool do?
What do you think about this?
I am concerned about this because this car is expensive here in Brasil (US$65k equiv.).

The instrument cluster is also conspicuously absent from your scan.
My guess is this car has some "issues".
