Okay, I have a 2001 A4 1.8T with 18" rims. What tire under $100 will last the longest? This is my daily driver, so i don't care about preformance.
If i bought these tires at the tire rack, how much would it cost to mount them on the rims, I need valve stems, but i don't need lug nuts or alignment

For a B5, you want a 225/40/18 tire. If you look on TR's site, there are only 2 tires in that size for under $100 (I'm not even looking at summer tires as they will generally not last as long as all-seasons), and out of the two the Kumho ASX has a higher treadwear rating and comes with a 30K mile treadwear warranty.
As far as mounting/balancing cost, TireRack doesn't do that if you just buy tires. Your local tire shop does - so ask them how much they charge. Prices vary from place to place, and depending on what kind of equipment they use. Expect to pay anywhere from $40 to $100.
