Help Please - Have BBS RK-II wheels and 15mm H&R Spacers but wrong bolts

Car is a 2001 allroad. The wheel is a ET32 and I want to bring it down to ET17. The ideal fitmet is a ET20, but I decided to go with effective ET17 for a bit more aggressive look.
The outfit that sold me the spacers also provided "40mm H&R Wheel Bolts". These have a 40mm threaded shaft and are what is recommended by H&R when going with a 15mm spacer on an Audi.
When I compared the exposed shaft on the back of my OEM wheel with OEM bolt to the exposed shaft of this 40mm bolt through the wheel and spacer it comes up way short. It appears to be about 7mm short but it was hard for me to get an exact measurment.
Furthermore, I hung a wheel on the car with spacer. I only got the bolt to turn two (2) full turns before I needed the wrench to start torquing it. Obviously this is not enough.
What is the best way to resolve this? Is there a database somewhere that will tell exactly what this particular wheel needs with a 15mm spacer on an Audi or am I better served by taking my own careful measurements?
What increments are wheel bolts available in?
