Help - wheels won't seat correctly?...

Has anyone ever seen a set of wheels that won't balance? I have a set of 16" Borbet type R's (I think - 5 spoke, rounded, decorative bolts around the perimeter) on an S4. They have Dunlop Wintersport M2's, 225/50/16.
I have not been able to get these wheels to roll smoothly since day one. They were originally mounted & balanced by Sears. They've been re-balanced twice by my Audi dealership, once w/ this super-high tech system the have, and then again statically.
My car runs perfectly w/ the stock AVUS wheels & 225/45/17 pole positions.
Behavior is fine below 60mph. But 75 & above, I feel a "shimmy." When the wheels have first been mounted, it is very significant - not so bad that you're afraid to to drive, but enough that I'd imagine a Hyundai feels better at 80. But the feeling gets lighter & liter over the next 100-200 miles.
People ask if I feel it more in the seat or the steering wheel. I think it's both. when cruising, I'd say the seat. But when I get on the breaks, it's worse, and I feel it in the wheel.
Is there such a thing as a wheel that doesn't "seat" properly when your mounting it? And that gets "seated better" with driving?

I assume the basics have been covered, but that will be a definite cause.
You mention worse when on the brakes.. perhaps some slight rotor warpage could be accenting it under that condition?
