If two wheels had the same offset but different width, is the effective offset different?

What do you mean by "effective offset"?
Offset is offset. If you say it's the same, then it's the same. Wider rim will just stick out more, both on the outside and on the inside.

as in will one wheel still stick out more. thanks you answered the question.
So.. if the diff in width of two equal offset wheels is 1" then the 1" wider wheel will stick out 0.5" outside more?
