If two wheels had the same offset but different width, is the effective offset different?

Offset is offset. If you say it's the same, then it's the same. Wider rim will just stick out more, both on the outside and on the inside.

So.. if the diff in width of two equal offset wheels is 1" then the 1" wider wheel will stick out 0.5" outside more?
