Are replica wheels POOR quality ? How can one distinguish..

many wheels start life in asia, but are finished in europe so they can still carry a "made in italy" or germany label.
i have also read/seen/heard the finish varies a great deal between makers, with stories from folks who's wheels have peeled/flaked/clouded and so on.
i purchased german made reps by rondell. they are t.u.v. approved which is a german standards/certification process and is supposed to mean something. what exactly i'm not sure.
i am happy so far with these which cost a little more than the italian replicas.
they look much better firsthand than the photos on their website.
