Road noise traced to out of balance wheel. Fixable?

Default Road noise traced to out of balance wheel. Fixable?

I had rotational road noise at 60 mph from the passenger rear tire. (TTR 180 FWD with 20K on Michelin Pilot Primacy OEM tires) Dealer found some "scalloping" from an out of balance tire. Tire was balanced and rotated to the front, saying that it "might" wear enough to correct the damage to the tire. Road noise continues from the tire, but more at 40 mph now. Some questions for the tire experts here: Is the tire safe? Other than noise there is no vibration or change in handling or steering. Will the tire wear evenly and if so, how long might it take? Should I just go for the purchase of two new tires and stop the noise once and for all?
