Yes.
There are several differences between wheel bolts. Depending on the thickness of the hub face, and how much the bolts are recessed, different wheels will require different length bolts.
Also the seats are different too -- some wheels use ball seats (like the stock wheels) and some use cone seats.
My R28s use the same LENGTH bolt as stock bolts, but use a cone seat instead of a ball seat. My new Oettingers use a ball seat and also a longer bolt.
Anyway, when you buy wheels, make sure you get the appropriate bolts with them. And if you are selling wheels, the buyer will expect the bolts too.
