What should I expect to pay to rotate both summer and winter tires? (8 total)

I'm assuming 4 of them are off the car, so what's there to rotate? You'll just put them on in different corners on the car when you ready to swap from winter to summer (and vice versa), assuming you marked their old position when you took them off.
Are you just asking what it will cost to swap out your winter wheels for summer ones? Maybe $20.

between wheels in the same set. Get it? 8 tires and 8 wheels. I found Discount Tire will do it for free.

You don't have to demount them to rotate them if not mounting different tires on the same wheels. Just mark the location the wheel/tire came off of the car, and rotate it when you put them back on in the next season (i.e., put it back on in a different location). For instance, if the wheel came off the front drivers side, when you put them back on, put it on the drivers rear. Since you are running most likely directional tread tires, only rotate front to back on the same side. If you're not running directional tires, swap corners (i.e., front driver to passenger rear, etc.). There is absolutely no need to mount and remount tires to rotate them; the wheels are all exactly the same, and you risk damaging both the tire and the wheel by remounting them. Plus, it's also a total waste of money.

Whereas most of us (me including) use this term to mean change the position of wheel currently on the car (front to back or side to side if tires are non-directional).
Hence I had difficulty understanding his posts.
