Is there anything that i can do about these streaks and drip marks?
I just got the car, and this was most likely cause by some type of cleaner that was too acidic or whatever. I'd rather not have to take the wheels to get totally refinished.
Anyone have any ideas?

You should handle them just like your car's body with similar damage. First clean them thoroughly with a good wheel cleaner, polish them with a fine hand polish to blend most of the etched areas, apply a glaze if needed to fill any etching that didnt polish away, and wax them.
